Is it legal to use Micro soft publisher 2003 clip art to create and sell my own newsletters?

Is the clip art public domain or are there restrictions? I want to create newsletters and sell the cd's with their clip art.

Sure, go ahead. That's why they provide the art. The very definition of clip art is art that is in the public domain; art that is free to use.

Depends where you are. If it is illegal where you live, it is not policed, so you won't get fined

Clip art is in the public domain. Trade marks and copyrighted pictures are restricted. Otherwise … have at it.

So, I will sell you a car, but it is illegal to use the keys the came with it?

OK, You purchased the software to CREATE THIS TYPE OF MATERIAL. If Microsoft had wanted to limit your use of the clip art, they would have never included them……

You can use the software in FULL, including all included clip art, to create your document and then distribute it as you please.
