Does the Data Protection Act apply to monthly newsletters?

I'm looking to put a link on my website to allow people to register for a monthly newsletter. Do I need to register with the Information Commissioner when I do this? A lot of their guidance is aimed at companies but I am an individual with my own, small website. I have a privacy policy, etc, but I want to know if I have to pay the registration fee to the ICO?

If you're storing data about people then yes I would think so. E-mail the Information Commissioner they'll know-it's their job.
